Biography
Dr. Wei‑nee Chen has dedicated her career to advancing a sustainable and resilient future for the next generation, serving across the energy and carbon markets landscape. Her professional journey began in the energy sector, where she was engaged under a United Nations Development Programme (UNDP) initiative to the Malaysian Government before becoming one of the pioneering members of the Sustainable Energy Development Authority (SEDA) Malaysia, a statutory body under the Ministry of Energy. Over 14 years in government service, she played an instrumental role in shaping Malaysia’s renewable energy policies, regulatory frameworks, and national renewable energy agenda.
Building on her public‑sector leadership, Dr. Wei‑nee transitioned into the private sector with Hibiscus Petroleum, where she developed the company’s energy transition strategies and Climate Change Framework. In 2022, she joined Bursa Malaysia, a national multi-asset exchange, as the Head of Carbon Market, leading the Bursa Carbon Exchange (BCX) and the development of Malaysia’s carbon market ecosystem.
Beyond her executive roles, Dr. Wei‑nee contributes her expertise through various advisory positions across the renewable energy, oil & gas and carbon market sectors, and remains actively engaged with academic institutions in shaping thought leadership and capacity building.
Her impact and influence have earned her both national and international recognition. In 2025, she was named one of Malaysia’s 25 Women in Energy in acknowledgment of her pioneering work, innovation, and leadership. In 2026, she was honoured as one of the World Federation of Exchanges’ Women Leaders, affirming her standing as a leading voice in the global energy and carbon markets.
